1 spot in all. Regions are the wiki's best reading of the map: the game itself does not draw region borders.

Captain Frederick Heggcorn commands the guards at the Moorne Fort encampment. By his own account they are "down a lot of men and underfunded", and every plan against the wolves has failed. He has a habit of mangling his sayings, and his assistant captain, Emelio Ratton, has a habit of correcting him.
I'm not sure what to do next with this whole wolf issue- every plan so far has been a total failure.
He has no love for the Thrunk, whom he calls rats, and they have none for him. He says the guards only attack "because you keep stealing from our camp and ambushing our men!" In Securing The Region you talk him into working with them against a common enemy, and he agrees on the understanding that afterwards they will "get back to what we always do." He also owns what he calls "my lovely silverware", "a gift from the royal artisans in Guildhorne", and in Wild Night he wants it replaced.
In his own words
Then who's fault is it? I'm not going to make someone the escape coat for my own failings.
Will do! The Moorne guards will burn the wax from both sides of the stick until it's been taken care of.
... The people of Kal Crossing rely on the Moorne, and the people of Northgaelia rely on Umbardom. We cannot let the occultists continue to invade and make the roads more dangerous, not when we are so run down by this cruel war.
Keep your wax dry out there, friend.
