Not standing anywhere in the world by default. They appear when a quest calls for them.
About
Orvyn Argotte is a Northgaelian scholar: "I'm studying for my doctorate up in Guildhorne, I haven't quite earned my title yet." The quest log finds him at the Moorne Fort checkpoint, "a scholar in far-too-fine robes" who "has stepped off a caravan" with "no idea what to do next." He has come to study the Spot Caps and "their ancient written language". Introducing himself, he slips: "Oh! Doctor Argotte- I mean ARVYN Argotte!"
He is easily fooled, and he knows it. "People keep taking advantage of my innate gullibility!" He does not do well with wolves either. In The Historianandthe Spot Caps you introduce him to Shining Leaves the Elder, and the two of them begin working out what the Spot Cap rune stones say. At the end he gives you his travel notes, which mark "the locations of various other Spot Cap Runes", and tells you: "It's not often I find a friend through my studies."
He needs his study to count for something. His diary worries about going home to the University at Guildhorne with nothing: "Turning up nothing would mark the end of my university days, I cannot let this happen."

Orvyn insists on taking the rune translations back to Northgaelia, which the Spot Caps forbade from the start. Shining Leaves kills him for it. You carry his body down out of the Moorne.
